Two men appeared at the Suva Magistrates Court today charged with one count of conspiracy to defraud causing a loss and three counts of general dishonesty causing a loss in the sum of $15,773.

Former Ministry of Health Acting Executive Officer, Semisi Havea Waqa and businessman Nilson Nilesh Narayan appeared before Magistrate Gammaddagoda Priyantha.

The court heard that both accused persons had pleaded not guilty to one count of “Conspiracy to defraud” – Causing a loss to the Ministry of Health under the Crimes Decree on June 15th this year.

The State Prosecutor told the court that the matter was initially for the accused person’s to take their plea, however, Waqa’s counsel, Nanise Tikoisuva clarified that the matter was for pre-trial conference.

Ms Tikoisuva requested for the proposed agreed facts in order to analyse what could be and could not be agreed upon.

Both Ms Tikoisuva and the State Prosecutor requested for more time to file information.

Magistrate Priyantha has adjourned the matter to November 30th for the final pre-trial conference.

Bail has been extended for the accused persons.

Former health staff, businessman plead not guilty to corruption

A former Ministry of Health employee and a businessman have pleaded not guilty to corruption-related charges in the Suva Magistrates Court.

Former Ministry of Health Acting Executive Officer, Semisi Havea Waqa pleaded not guilty to one count of conspiracy to defraud causing a loss and three counts of general dishonesty causing a loss in the sum of $15,773.

Businessman Nilson Nilesh Narayan, who is jointly charged with Waqa with one count of conspiracy to defraud causing a loss also pleaded not guilty.

The two men were charged by the Fiji Independent Commission Against Corruption (FICAC).

Both accused pleaded not guilty to one count of “Conspiracy to defraud” – Causing a loss to the Ministry of Health under the Crimes Decree.

Mr Waqa also is charged with three counts of “General Dishonesty” – Causing a loss and pleaded not guilty to all charges.

It is alleged that between November 1, 2012, and January 31, 2013, Semisi Waqa while being employed at the Ministry of Health, conspired with Narayan and made unwarranted payments to Aashees Motor Repairs and Pillay Auto Repairs for mechanical repairs to the Ministry’s vehicles.

Magistrate Liyanage Priyantha adjourned the matter to 24 August for Pre-Trial Conference.

Bail was extended for both accused persons.
